CISTE Explores to Leverage the "Cloud Model" to Promote the Targeted Delivery of International Technology Trade Services

In recent years, the development pace of international technology trade has surpassed that of general merchandise trade. Technology trade has become an important indicator of the comprehensive strength and international competitiveness of a nation. Given the increasingly fierce competition from international peers, it is of great significance to vigorously improve the quality of technology trade in China, to help China expand into the high-end sectors of the global value chain, and to transform China from a trader of quantity to a trader of quality. 

CAST boasts organizational and intellectual advantages in promoting international non-governmental S&T cooperation and international technology trade. The national societies affiliated to CAST are the highest academic authorities in their respective disciplines and professional fields. These 210 national societies cover major science, technology, engineering and interdisciplinary disciplines, bringing together CAS/CAE members and top-notch experts, scholars, engineers and technical professionals. By expanding international S&T cooperation, promoting international technology trade and rendering international technical services, these national societies have given full play to their potential, created an innovation ecosystem, promoted the sharing of S&T resources, and made positive contributions to the accelerated implementation of the innovation-driven development strategy and the high-quality development of China. 

Earnestly implementing the decisions and arrangements made by CAST Leading Party Members' Group and CAST Secretariat to give full play to the advantages of S&T organizations and to promote the in-depth integration of science, technology and economy, CISTE has focused its efforts on the key work of serving international technology trade by planning new mechanisms and developing the "Cloud Model", which has shifted the matchmaking between technology supplies and technology demands from "hand in hand" to "peer to peer". CISTE works closely with professional organizations and S&T organizations to jointly develop the "Cloud Model" for technology trade, thereby effectively promoting the sharing of information and resources and bringing into shape a win-win community of shared future for different stakeholders. 

First, to mobilize "first movers" to help prevent and control the epidemic. In response to the urgent need to fight the COVID-19 epidemic, CISTE responded quickly and worked closely with key national and international counterparts and institutions to solicit technologies and products for epidemic prevention in such fields as biomedicine, diagnostic equipment, monitoring equipment, remote healthcare, protective materials, medical equipment and public health, to roll out the "Special Column on Supporting the Fight against COVID-19 through International Technology Transfer" and to launch the same on CAST Innovation Resources Sharing Platform and the official websites of Jiangsu, Zhejiang, Guangdong and Shenzhen associations for science and technology. In the meantime, CISTE also strengthened online matchmaking and interaction by working with the online customer service assistant "Xiaolv" for CAST Innovation Resources Sharing Platform to provide efficient and convenient consulting services for enterprises in need. Up to now, the "Special Column" has released 51 international projects from 8 countries, including the United States, the United Kingdom, Israel, Germany, Italy, Hungary, Russia, and South Korea. Local associations for science and technology (such as Zhejiang and Qingdao) have organized the "peer to peer" and "screen to screen" matchmaking between local enterprises and their foreign counterparts. 

Second, to build a "Cloud Coalition" to bring together international resources. CISTE and China Technology Exchange co-sponsored the establishment of "International Technology Exchange Coalition (ITEC)", with active responses received from Japan Science and Technology Agency (JST), Electronics and Telecommunications Research Institute (Korea), Korea Institute of Science and Technology (KST), Association of Chinese Professionals in Belgium (ACPB), Sino European Federation of Lifesciences (SEFL), Overseas Chinese Entrepreneurs and Professionals Association (Silicon Valley, USA), Overseas Chinese Entrepreneurs Association (OCEAN), Chinese Ph.D Association in Japan, International Chinese Association of Computer Human Interaction (ICACHI), Federation of Chinese Professional Societies in the UK, Association of Chinese Alumni in Japan, Chinese Association of Pharmaceutical Scientists in USA, and Federation of Chinese Professional Associations in Europe (FCPAE). On the premise of complying with international rules and national laws and regulations, all members will jointly contribute to this Internet-based "Cloud Coalition" serving technology trade based on the principles of openness, transparency, joint construction and sharing. The functions of this ITES platform include the release of and matchmaking between supplies and demands, database of international licensing projects, database of domestic and foreign experts, event hall, online roadshows, and offline event previews. 

Third, to stimulate "micro-circulation" and promote precise landing. CISTE teamed up with the International Technology Transfer Network (ITTN) to launch the Open Innovation Network for Technology & Entrepreneurship Communication Hub (OnTech), in an effort to promote the globalization of innovation resources, work channels, business models and intermediary agencies and to construct a service system featured by public-private partnership, market regulation, vertical-horizontal linkage, resource integration, nationwide coverage, extended reach to "Belt and Road" and global interconnection in pursuant to the industrial development needs of prefectures, districts, counties and various industrial parks. Professional technology transfer service agencies based in respective prefectures, districts, counties and industrial parks can apply to become a "post house" of OnTech; experienced international technology transfer managers can apply to establish OnTech contact points; and various companies and research institutes with advanced technologies can apply to become an innovation center of OnTech. The flat network system has contributed to the establishment of an ecosystem comprising of technology supply, technology demand and talent support. 

Fourth, to promote the provision of "one-on-one" solutions. CISTE partnered with scientists to launch a global database of selected STI projects and experts and to develop a tool for searching "selected STI projects". Relying on the online scientists database, CISTE is able to single out outstanding experts online and provide the corresponding papers, outputs, patents, projects, cooperative teams, relationship networks and data portraits. Enterprises can accurately locate the experts and teams who have the expertise best meeting their specific needs by entering the appropriate search criteria, and the service team can then guide the precise matchmaking between related projects and experts. Enterprises can also seek technical consultation and various technical services from experts, and establish joint R&D and commissioned R&D cooperation mechanisms in order to solve the technical problems encountered during their growth in a timely manner. Through the new consulting service model characterized by demand orientation, collaborative innovation and agile iteration, CISTE has successfully created a "cloud-based smart platform" capable of providing technical solutions to enterprises.
